הרב נועם מכהן כאב בית דין "דרכי משפט" בתל אביב ורעננה, רב קהילה בבית אל, במקביל הרב משמש כראש בית ההוראה "שער ראובן" בתל אביב, משיב בבית ההוראה "שערי הלכה ומשפט", ראש בית המדרש לרבני קהילות בתל אביב וראש תכנית הכשרת רבנים בכולל דיינות "איגוד רבני קהילות" בירושלים.
הרב נועם גר בבית אל, נשוי ואב לשבעה ילדים, בוגר כולל דיינות ורמי"ם שבקרית הישיבה הגבוהה בבית אל, שם למד במשך כארבע עשרה שנה. בעת לימודו ובמשך השנים שימש תלמידי חכמים מורי הוראה ודיינים מכל העדות והמגזרים, סיים בהצלחה את המבחנים לרבנות ודיינות, בעל כושר לדיינות וכושר לרבנות עיר.
בעל תעודת הוראה ותואר ראשון בתנ"ך ותושב"ע בהצטיינות. בורר ומגשר מוסמך, ובעל תעודה ליעוץ זוגי. את הכשרתו כלוחם עשה ביחידת "דובדבן", וביצע תפקידים מגוונים, בנוסף סיים קורס קצינים של רבנים צבאיים, ומשמש כרב במילואים של המרכז הרפואי באוגדה 98.
הרב משמש כרב קהילת משיבת נפש בבית אל, קהילה תוססת ומגוונת שיש בה פעילות חסד קירוב לבבות וסיוע לבני נוער. לרב יכולת להכיל מורכבויות מחוץ לקהילה ובתוכה. הרב מעביר שיעורים מגוונים לציבור הרחב ברחבי הארץ בכל התחומים, הוציא לאור ביאורים על סוגיות בהלכות טוען ונטען ונזקי שכנים בשם "פנימיות החושן", פסקי דין ובירורי הלכה בארבעת חלקי השו"ע.
הרב נועם כתב למעלה מאלפיים תשובות ומאמרים באתרים שונים, אתר "ישיבה", אתר מרכז רבני "ברקאי" ואתר "שערי הלכה ומשפט". תלמידיו בכולל רבנים שהקים בדרום תל אביב, הוציאו לאור חלק משיעוריו בחוברות, שעוד צריכים לראות אור בקרוב בסדרת ספרים.
Rabbi Noam Meisels serves as one of the heads of the "Derech Mishpat" Beit Din in Tel Aviv and Raanana, is a community rabbi in Beit El, at the same time the rabbi serves as the head of the "Sha'ar Reuven" Halacha Center in Tel Aviv and a posek in the "Shaarei Halacha uMishpat" Halacha Center, Head of the Beit Midrash for rabbinical communities in Tel Aviv, head of the rabbinical training program at the Kollel Dayanut "Igud Rabbanei Kehillot" in Jerusalem.
Rabbi Meisels lives in Beit El, is married and has seven children, and is a graduate of Kollel Dayanut vRamim in the Beit El Higher Yeshiva campus, where he studied for about fourteen years. During his studies and over the years, he trained under talmidei chachamim and dayanim from all denominations and sectors, successfully completed the exams for Rabbanut and Dayanut, and received his certification for Dayanut and city Rav. He holds a teaching certificate and a bachelor's degree in Bible Talmud with honors and is a certified arbitrator and mediator and is certified for couples counseling. He completed his training as a combat soldier in the "Duvdevan" unit, and performed a variety of positions, in addition to completing an officers' course of military rabbis and serving as a reserve rabbi of the medical center in the 98th Division. The rabbi serves as the rabbi of the Meshivat Nefesh congregation in Beit El, a diverse and young community that engages in chesed activities that brings hearts together and helps the youth. The rabbi has the ability to face complexities outside the community and within it. The rabbi teaches a variety of classes to the general public throughout the country in all areas, has published articles on issues in halachic torts pertaining to monetary claims regarding damages to neighbors, entitled "Penimiyut Hachoshen", rulings and halachic clarifications in all sections of Shulchan Aruch.
Rabbi Meisels has written more than 2,000 responsa and articles on various websites, the Yeshiva website, the Barkai Rabbinical Center website, and the Shaarei Halacha uMishpat website. His students at the Kollel Rabbanim that he established in south Tel Aviv published some of his lessons in booklets, which should soon be published in a series of books.
